Where was that group during the tough years of repression in this country? wondered APDH spokesman Alexis Ponce, adding that the US organization is only present in countries with leftwing governments. Ponce's statements came after the Human Rights Foundation accused the incumbent government of Rafael Correa of alleged human rights violations. According to Ponce, it is suspicious that the Foundation's reports mainly deal about three countries: Ecuador, Bolivia and Venezuela. However, he pointed out, no denunciations have been made of the situation of untried inmates at the military base in Guantanamo, a territory illegally occupied by the United States. This is proof of the group's clear intentions to destabilize certain processes and governments that do not please some circles close to the White House's financial and economic power, Ponce noted. Therefore, the APDH questions the organization's impartiality and does not recognize the Human Rights Foundation's denunciations of human rights violations. Ponce pointed out that the Foundation, as President Correa denounced, is made up of extreme-right personages such as Alvaro Vargas Llosa, Harry Wu, Armando Balladares and Carlos Alberto Montaner. Acuerdo Pais assembly members’ spokesman, Galo Borja, stated that in a meeting this group's political bureau held last night with President Rafael Correa, the strategy to demand a "yes" to the Constitution was discussed. He said they examined the plan to be followed if the new national Legislation is approved in the Constituent assembly and ratified in a referendum 45 days after its upcoming presentation. The objective is to work in the campaign to define polemic issues and explain them to the population afterwards, he asserted. Besides Acuerdo Pais, local press revealed that in the province of Guayas, southwestern Ecuador, leaders of the farmers' movements are organizing to start a permanent campaign in rural areas supporting the new Constitution. Armando Tutivén, an agrarian leader, said they are visiting the coast to present farmers the approved articles of the Magna Carta. It is a bill that establishes organized tapping of natural resources and harmony with Nature, highlighted Chiriboga. He added the proposal was handed over to President Rafael Correa, so he goes through it with his legal consultants and gives his approval. He mentioned delays in drafting the law since two important issues were added to it: water and participation of local government and communities. Texts providing for higher control to prevent contamination of the waters as a result of mining development were also included, he stated. Chiriboga stressed that more technical regulations have been defined, and the criteria of the Constituent Assembly regarding this highly prized liquid were also considered. Experts from Chile also put their knowledge at the service of this proposal. Districts are expected to receive royalty payment for local mining development and a fund will be created for environmental preservation, intended to face any inconvenience. The minister emphasized that the project demands an environmental management plan, which should include water treatment, reforestation, waste materials accumulation, fauna and flora. Chiriboga said the mining company should have a program of waste management to be strictly complied with, on pain of operational suspension.
