      <description>The protracted armed conflict in Sri Lanka between government forces and the rebel Liberation Tigers of Tamil Eelam (LTTE) has led to 70,000 deaths and the internal displacement of over one million people. At present almost half a million people, out of the country’s population of 21 million, remain as internally displaced person (IDPs). After a sharp escalation of the conflict in the Eastern Province between April 2006 and March 2007 led to the displacement of hundreds of thousands of mostly minority Tamil and Muslim people, the entire eastern region is now under the control of government forces for the first time in nearly 15 years, and elections were held there in May 2008. A massive government programme for the return of IDPs in the east was launched in March 2007 amidst concerns by humanitarian and human rights organisations over the voluntariness of returns. The government has taken steps to ensure that returning IDPs have information about their options, but there is a need for this approach to be strengthened. While the elections in the east have the potential to bring stability and restore normality, returnees continue to face protection and livelihood challenges. In Northern Province, fighting has intensified since late 2007 and an increasing number of people have been displaced during the first half of 2008. Among the most vulnerable are those living in the LTTE-controlled Vanni area, who are at risk of aerial strikes by government forces, and face forcible conscription and severe controls on their freedom of movement by the LTTE. In western Sri Lanka’s Puttalam area, upwards of 60,000 Muslims remain displaced more than 17 years since they fled their homes in Mannar and Jaffna districts after being targeted by the LTTE. There have been few attempts to find long-term solutions to end the displacement of this group. A deteriorating security situation has complicated the work of aid agencies and their access to displaced groups remains limited, especially in the north. Humanitarian operations have been put at further risk by the killings or disappearances of over 70 aid workers in the country since 2006. The involvement of a number of government ministries and agencies in assisting the displaced and other conflict-affected people has sometimes led to delayed responses, lack of coordination and duplication. To improve response, the government is urged to clarify the mandates of the various ministries and agencies, decentralise decision-making, implement a strong rights-based policy and legal framework, and ensure better consultation with beneficiaries and the international humanitarian community.
